William A. Mercer clarifies his position on securing an appropriation for purchasing horses in order to serve as training troop for the U.S. Cavalry.

William A. Mercer renews his request for another assistant matron position to help in the dining room as all three assistant matrons are needed in the girls quarters.

William A. Mercer requests authority to pay an irregular employee prior to the establishment of an assistant matron to help in the dining room. A note from F. M. Conser states that the position should be authorized as the dining room service at Carlisle needed improvement while he was visiting.

J. R. Wise responds to Murphy Tarby's request for a position in the Indian Service. Wise provides information on Tarby's time at the Carlisle Indian School and provides a recommendation for possible positions in the Indian Service.

J. R. Wise responds to an Office of Indian Affairs letter regarding the failure of George E. Balenti to pass the examination for the position of mechanical drawing teacher. Wise states that the school is unable to fill the position at the salary offered and requests that it be temporarily suspended.

William A. Mercer recommends that the proposed plan of having a Cavalry Training course at the Carlisle Indian School be dropped to a lack of support from the War Department.

William A. Mercer requests authority to employ a practical horse shoer during the present quarter. Mercer notes that the present blacksmith does not have the expertise to perform the role or to properly teach students.
