Acting Commissioner of Indian Affairs Edward J. Brooks wrote a letter to the Secretary of the Interior Carl Schurz lobbying for an experienced person to be sent to Colorado and New Mexico to recruit students from the Tribes of those states. Brooks stressed the need for the individual to be competent in their knowledge of dealing with Tribes and also competent in their knowledge of the education they will receive. Brooks recommends Lt. George LeRoy Brown from the 11th Infantry for the position because of his experience working at the Carlisle Indian School with Captain Richard Henry Pratt. Brooks claims that this experience of knowing how the school operates would be essential in relaying information to the Tribes and convincing them to attend the school.
