Explanation of Differences in Payroll

Carlisle Indian School Superintendent Moses Friedman forwards employee payroll from the month of February to the Commissioner of Indian Affairs. 

Commissioner of Indian Affairs E. B. Meritt forwards the same payroll to Carlisle Indian School Supervisor in Charge Oscar H. Lipps to make corrections regarding how three employees are being paid.

Lipps writes back to Meritt to explain the discrepancies between the payroll and the Bureau of Indian Affairs records.
