Correspondence between Superintendent Moses Friedman, Commissioner C. F. Larrabee, and the Assistant Secretary of the Interior concerning the transfer of Assistant Matron Allie B. Carter from working with the small boys to the girls' quarters.
Superintendent Friedman recommends the transfer of Carter because he had previously sent home all of the New York Indians, who had constituted a large percentage of the students younger than fourteen, and therefore did not need as much assistance in the small boys' building.
