Carlisle Gardener Reinholt H. Hoffman writes to the Commissioner of Indian Affairs because he was tasked with working as a temporary agricultural teacher but only received a gardener's salary. Dortch sides with Hoffman and tells Friedman to pay Hoffman the teacher salary.
