The U.S. Army Heritage and Education Center, Carlisle Barracks, PA has a copy of this image (Carlisle Indian Industrial School Photograph Collection, Box 1, Folder 18) which identifies them as "12 unidentified Chiricahua Apaches boys four months after their arrival, circa 1886." 

Studio portrait of sixteen male students and three female students. The Cumberland County Historical Society's cataloging identifies them as from the Arapaho nation. No date is provided. 

Studio portrait of seven male students with one white boy. The caption for the National Anthropological Archives version of this image identifies the white boy as John Nisley. Cumberland County Historical Society cataloging identifies the students as being from the Crow Nation. Richard Wallace is standing in the center, and George Thomas is standing on the right.

Previous cataloging indicates the older man is Not Afraid of Pawnees, a visiting chief. One of the students is identified as Joel Tyndall.

The printed note reads: HENRY PHILLIPS, THLINKET from Alaska, Entered Carlisle 1887 from Presbyterian Mission at Sitka; learned the Printers trade, and worked for some time in a machinist's shop doing good work; returned to Alaska 1892 continuing work as a machinist in Juneau.

The Cumberland County Historical Society has made the folowing identifications based on comparison with other photos: back row, second from the left, Chauncey Yellow Robe, third from the left, Horn Pipe; middle row, from left to right, Quick Bear, High Hawk, He Dog, Hollow Horn Bear, and Good Voice.

Previous cataloging of National Anthropological Archives negative for this image interprets the handwritten caption as containing the name Charles Smith. A Sioux student named Charles Smith did attend the school, overlapping with Chauncey Yellow Robe. He may be one of the other students here.
