Major William A. Mercer submits two reports that list new employees (Amelia D. McMichael), who have left the school (Frank B. Green), and those who have changed positions (Henry M. Scarborough). These reports include the position title, salary, date of departure, and reason for departure. Mercer also forwards McMichael's oath of office.
