The file indicates Welch was the captain of the 1913 Carlisle football team, an assistant football coach at the school in 1915, was attending the Dickinson Law School in 1916 and 1917, and enlisted in the U.S. Army and was stationed at the Officers Reserve Training Camp in the 10th Company at Fort Niagara, New York in 1917 eventually becoming a captain in 1918.
