Supervisor in Charge of the Carlisle Indian School Oscar H. Lipps encloses a letter from former Superintendent Moses Friedman. Lipps explains that he has been sending Friedman claims and vouchers to sign from when Friedman was still in charge of the school, but both Lipps and Friedman state that this is impractical because Freidman hasn't been at the school for four months and has no way of knowing if the claims are accurate. It also causes a delay to send the bills to Friedman and back.
Second Assistant Commissioner of Indian Affairs C. F. Hauke informs Lipps that Friedman has to continue to sign the vouchers because he has to be responsible for the debt that he incurred while in charge of the school. It would be unfair to transfer this debt to his successor.
