Superintendent of Warehouse Frank D. Karr informs the Commissioner of Indian Affairs that the Acting Superintendent of Carlisle Indian School requested him to arrange the transportation of the school's goods to the Cheyenne and Arapaho Agency in Indian Territory via a transportation contractor in Harrisburg, Pennsylvania. However, the contractor has informed Karr that they can't send the goods because he'd have to use a particular railroad that's not covered by his contract. Because of this issue, Carlisle's goods will have to go through Karr's New York warehouse, so Karr asks for directions on how to properly send the freight to its destination.
