Mercer Requests Authority to Hire Irregular Assistant Matron for Dining Room

William A. Mercer requests authority to pay an irregular employee prior to the establishment of an assistant matron to help in the dining room. A note from F. M. Conser states that the position should be authorized as the dining room service at Carlisle needed improvement while he was visiting.
