Hiring of Football Coach Victor M. Kelley and a Controversy between him and Coach Welch

Newly-hired Carlisle Indian School Football Coach Victor M. Kelley writes to Commissioner of Indian Affairs Cato Sells regarding what his goals for the team should be and asks if he would like to travel from Arizona to California to have a meeting. Sells informs Kelley that he is coming to California and would like to see him. 

Several months later, Superintendent Oscar H. Lipps writes to Sells regarding a controversy between Coach Kelley and Coach Welch (presumably Gus Welch) regarding the football team. Lipps states that the newspapers are writing about it and suggests that maybe they just shouldn't say anything at this time. Sells agrees with Lipps.
