Superintendent Oscar H. Lipps forwards a letter from attorney Addison M. Bowman and communication from Glenn S. Warner relative to a $53.75 claim from detective George W. Shuler, who was hired to investigate the illegal sale of liquor to students at the Carlisle Indian School. Assistant Commissioner of Indian Affairs E. B. Meritt does not consider this debt to be "just" and does not approve the claim.
Bowman, who's representing Shuler, writes directly to the Commissioner to tell him that Shuler was hired by Superintendent Friedman and Warner and that Shuler did the job honestly. Therefore, the claim is just and should be paid. Meritt informs Bowman that they cannot pay Shuler because the Act of August 5, 1892 prohibits any government service from employing anyone from the Pinkerton Detective Agency, which is Shuler's employer.
