William A. Mercer requests a teacher to be appointed who is accomplished in teaching math at a salary of $780. Mercer notes that unless an exceptional teacher can be found that he would prefer to promote internally.
C. F. Larrabee places the request to the Civil Service Commission as well as informs Mercer that he has made his request.
