The file indicates Cotter was raising stock and farming in Wyandotte, Oklahoma in 1911 and was a farmer and blacksmith in Wyandotte, Oklahoma in 1913.
Note: White attending the school Cotter seems to have been called Joseph, although in a school newspaper he is referred to as Joel Cotter shortly after arriving. After leaving, he identifies himself as Joel A. Cotter.
